All applications must be submitted online through this application form. This form is three pages and requires some documentation to be uploaded.  Click here if you would like to view a PDF version of the complete application.  Due to the winter storm, the deadline for applications has been EXTENDED to Thursday, March 4, 2021 at 5:00 pm.

    Please upload your project description here. The project description should be a maximum of three pages, with 12 point font, one inch margins, and must include all of the elements listed below:
    • Need for passes
    • Purpose of passes
    • Self Sufficiency – Describe how these passes will be used to assist individuals in remaining or becoming more self sufficient
    • Geographic area targeted – if any
    • Client eligibility – describe how client eligibility will be determined
    • Distribution - Outline the process for distributing passes
    • Safety – Describe the policies and procedures that will be in place to ensure that the passes are secure
    • No-Cost Passes - No-cost passes are only awarded when the organization outlines a clear need for the passes and can justify why the organization does not have the resources to purchase the passes at the deeply discounted rate. If your organization is requesting no-cost passes, then outline the following:
      • The circumstances that have led to why the organization is requesting no cost passes as opposed to purchasing discounted passes: Include identification of any significant change in your organization’s financial situation
      • Why it is critically important for your organization and clients to receive no cost passes.
      • Any significant changes in the community needs for the population that you serve.

    Note: Capital Metro will track utilization. Each organization will be required to complete a monthly tracking form that identifies: number of recipients, type of passes, sex and age of recipients, and the primary purpose for which the passes are distributed, i.e. Employment, Education, Healthcare, or Social Services.
    If an organization has previously received passes from the TEF Board, the prior use of the passes and timeliness in reporting will be considered as part of the deliberation.
